EDIT/UPDATE–This is called Halftone. I got excited and caught up in the style and didn’t even bother to research it much, now I know!
So I have been working on some toon shader stuff sitting at SeaBUG. With the help of a fellow blenderhead namely- Joey aka vertinflow, I have combined a node setup he was using with the basic toon node setup. The structure is very similar, but now I am utilizing shader settings to help with this comic look. I have yet to refine a few things but I am very satisfied with the results so far:
This uses the same light setup as the basic toon shader I made, use only one light. The dots are mapped to the camera vector. Cheers!
Oh and this: you can change the size of the dots easily, and it is all a material node setup and LIVE with GLSL enabled.
